This bill would prohibit federal agencies, states, and local governments from purchasing, deploying, or operating automated mass surveillance systems using federal funds. The prohibited technologies include automatic license plate readers, facial recognition systems, and biometric surveillance tools. All existing surveillance systems funded by federal money would need to be removed within 30 days of the bill's enactment, and any data collected through these systems must be permanently deleted within 7 days. States and local governments seeking federal law enforcement grants through the Byrne grant program or COPS grant program would be required to certify they do not use these surveillance technologies, or they would lose eligibility for those funding streams. Any evidence obtained through prohibited surveillance systems would be inadmissible in court.
