H.R. 1089 would repeal the District of Columbia Home Rule Act, the 1973 law that gave Washington, D.C. limited self-governance powers and an elected mayor and city council. The bill would take effect one year after passage, essentially returning D.C. to direct federal control and eliminating its current local government structure. This would affect approximately 700,000 D.C. residents who would lose their elected local government. The legislation includes no funding provisions, as its purpose is to eliminate rather than create government programs. The bill was introduced in February 2025 and referred to the House Committees on Oversight and Government Reform and Rules for consideration.
