This bill establishes an Interagency Council on Service to coordinate federal efforts in promoting military service, national service (such as Peace Corps and AmeriCorps), and public service opportunities across the United States. The Council, chaired by the President and composed of representatives from 16 federal agencies including the Departments of Defense, State, Labor, and Veterans Affairs, will develop recruitment strategies, share best practices, and submit a comprehensive Service Strategy to Congress every four years starting two years after enactment. The legislation also authorizes the Department of Defense, Corporation for National and Community Service, and Peace Corps to conduct joint market research and advertising campaigns to increase participation in these service programs, while requiring transition assistance for military members and national service participants moving into civilian careers. Within four years of enactment and every four years thereafter, agencies must submit reports to Congress assessing joint recruitment initiatives and the feasibility of expanding them. The bill requires no additional federal funding, as agencies will use existing appropriated resources to implement its provisions.
