The LOCAL Act seeks to improve how the federal government manages public lands and operates its land management agencies. The bill establishes the Bureau of Land Management headquarters in Grand Junction, Colorado, and requires it to keep all current employees stationed there in their current positions. The legislation also directs the Secretary of the Interior to study whether relocating additional Bureau of Land Management positions to Grand Junction or other western states would improve land management, increase coordination with local communities, and strengthen various land uses including tourism, conservation, outdoor recreation, grazing, and energy production. The Secretary must submit a report on this study to Congress within one year of the law's enactment. The bill applies specifically to the 12 western states: Alaska, Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming.
