Referred to the Committee on Foreign Affairs, and in addition to the Committee on the Judiciary, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill authorizes the President to impose sanctions on foreign government representatives who refuse U.S. requests to allow Palestinians from Gaza to enter their countries. The sanctions include freezing assets in the United States, revoking visas, and barring entry into the country. The President must submit an initial list of non-cooperating officials within 60 days of the law's enactment, with updates every 180 days for five years or as new information becomes available. Additionally, the President may suspend "Major Non-NATO Ally" status and all forms of foreign assistance to any country that declines to accept Palestinian humanitarian entry. The bill explicitly exempts Israel and Israeli nationals from all sanctions provisions. The law's sanctions authority expires five years after enactment, though the President may waive sanctions on a case-by-case basis if deemed in the national interest and must report to Congress on any waivers every 120 days.
