119th (2025–2027)
H.Res. 1138
This House resolution expresses concern about significant workforce reductions at three critical homeland security agencies: FEMA, CISA, and TSA. FEMA's workforce shrank from approximately 25,800 employees in December 2024 to 22,100 by mid-2025, with internal documents outlining potential cuts of over 50 percent; CISA lost nearly 1,000 employees (29 percent of its workforce) and eliminated its entire Election Security Program; and TSA experienced resignations and high callout rates following government shutdowns, causing airport security delays exceeding two hours. The resolution states these reductions occurred without specific congressional authorization and may violate appropriations law and federal employment rules, as some federal courts have found elements of the workforce cuts unlawful. The House calls on the administration to halt further reductions without congressional approval, provide a detailed accounting of all workforce cuts since January 2025, nominate a permanent FEMA Administrator, and reaffirms that national security depends on retaining skilled federal professionals in these agencies.
