The ACCESS Act gives people enrolled in high-deductible health plans through the Affordable Care Act's health insurance exchanges the option to receive direct contributions to a health savings account instead of the typical cost-sharing assistance (reduced copays and deductibles). When someone makes this election, their insurance company would deposit money into their health savings account each month equal to the value of the assistance they would have otherwise received, and the federal government would reimburse the insurer for these deposits. The bill requires health insurance companies to offer high-deductible plans as an alternative to standard silver-level plans on exchanges and mandates that exchanges and insurers educate consumers starting January 1, 2026 about this option and how to set up health savings accounts. The legislation includes a permanent appropriation of necessary funds to cover both the health savings account contributions and existing cost-sharing reduction payments, with all changes taking effect after December 31, 2025.
