The Stop Harassing Owners of Rifles Today Act would remove short-barreled rifles, short-barreled shotguns, and certain other weapons from federal regulation under the National Firearms Act, eliminating the special taxes and registration requirements currently applied to these firearms. The bill affects gun owners by eliminating the $200 federal transfer tax and registration process for these weapons, and it prevents states from imposing their own taxes or registration rules on short-barreled rifles and shotguns. Within one year of enactment, the Attorney General must destroy all federal registration records for these weapons that currently exist in the National Firearms Registration database. The changes would take effect 90 days after the bill becomes law. This legislation is sponsored by Republican senators and has been referred to the Senate Finance Committee.
