The legislation applies to mortgages made or guaranteed by federal agencies including the FHA, Veterans Affairs, USDA Rural Housing, and entities overseen by the Federal Housing Finance Agency. Within two years, covered agencies must establish joint guidance and require lenders to upgrade their systems to comply, with an advisory committee of housing, energy, and appraisal stakeholders helping develop implementation procedures.
