This bill limits how long federal agencies can employ special government employees (SGEs)—typically part-time or temporary consultants—to 130 days within any 365-day period. Once an SGE reaches this limit, agencies must reclassify them into a standard employment category with full civil service protections and rights. The bill also requires the Office of Personnel Management to create a public database within 210 days listing senior SGEs (those with duties comparable to GS-11 level positions or higher), including their names, positions, pay rates, agencies, and employment dates, accessible online without registration. Additionally, agencies must publicly release financial disclosure forms filed by these senior SGEs, except for those containing national defense information. The legislation aims to increase transparency and prevent agencies from indefinitely avoiding permanent employment obligations through the SGE classification.
