The Safe Shelters Act of 2025 prohibits registered sex offenders from using most emergency shelters set up during disasters, with limited exceptions. Instead, the Federal Emergency Management Agency (FEMA) would designate separate shelters exclusively for registered sex offenders, drawing from available federal buildings and federal prisons. Sex offenders who violate this prohibition face fines and up to five years in prison. FEMA, working with the General Services Administration and Bureau of Prisons, would maintain lists of available facilities for potential designation and distribute information about designated shelters to emergency shelter operators. The restrictions take effect 180 days after the bill is enacted.
