H.R. 1212
H.R. 1212 requires the Department of Homeland Security to conduct annual threat assessments on how terrorist organizations use foreign messaging applications—including Telegram, WeChat, TikTok, and others—to radicalize, recruit, and fund their activities within the United States. The first assessment must be completed within 180 days of the bill's enactment, with follow-up assessments due annually for five years. Each assessment will be submitted to relevant congressional committees in unclassified form (with optional classified annexes to protect intelligence sources) and made publicly available on the DHS website, along with recommendations for addressing these threats. The bill also directs DHS to coordinate with state and local intelligence fusion centers to gather and share information about these terrorism threats, while ensuring compliance with privacy laws and civil rights protections.
