The Manifest Modernization Act of 2025 requires the U.S. Customs and Border Protection to publicly disclose detailed manifest information from ships, vehicles, and aircraft arriving in the United States. Under current law, only vessel manifests are required to be publicly available; this bill expands that requirement to include trucks, cars, and planes. The publicly disclosed information will include cargo descriptions, tariff classifications, shipper and receiver names, and the country of origin as well as the last country through which goods were transported. The changes take effect 30 days after the bill becomes law, applying to all vessels, vehicles, and aircraft arriving in the U.S. from that date forward. The bill was introduced by Senators Cassidy, Whitehouse, and Cortez Masto and referred to the Senate Committee on Finance.
