Referred to the Committee on Energy and Commerce, and in addition to the Committee on the Judiciary, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill places xylazine, a powerful sedative drug commonly used in veterinary medicine, into Schedule III of the Controlled Substances Act, making it illegal to possess or distribute without proper authorization. The legislation allows xylazine to continue being prescribed by veterinarians and dispensed by pharmacies for legitimate animal care, but prohibits its use for human consumption. To ease the transition for manufacturers and veterinary practitioners, the bill provides a 60-day grace period for practitioner registration and a one-year grace period for implementing certain labeling and distribution requirements, while exempting existing manufacturers from installing new security equipment. The Drug Enforcement Administration and Food and Drug Administration must submit reports to Congress 18 months and 4 years after enactment detailing the prevalence of illicit xylazine use, its sources, and whether related substances pose additional risks of abuse.
