H.R. 1270 would suspend U.S. production of pennies and nickels for 10 years, beginning immediately upon enactment, to save taxpayer money. The Treasury Department could continue limited production of these coins only for collectors and numismatic sales, with revenues from those sales covering their full production costs. Existing pennies and nickels would remain legal tender indefinitely regardless of when they were minted. Within three years, the Government Accountability Office must study the suspension's effects—including savings achieved and the impact of rounding cash transactions to the nearest dime—and recommend to Congress whether production should stay suspended, end permanently, or resume.
