The Save Our Small Farms Act modifies federal crop insurance programs to help small-scale and specialty crop farmers transition to better coverage options. The bill creates a "streamlined revenue-based option" that offers premium discounts (25-50 percent) to farmers using small-scale, diverse, or direct-to-consumer production systems who commit to moving to the whole farm revenue insurance plan within one to three years. It also simplifies application requirements for these farmers—such as reducing paperwork and allowing two annual reports instead of one—and expands the list of crops eligible for coverage under the noninsured crop assistance program. Additionally, the legislation allows farmers to use alternative methods like drone footage and remote appraisals instead of in-person inspections when losses occur, increases coverage limits to $600,000 for certain vulnerable farmers, and requires the Department of Agriculture to issue implementing regulations within 90 days of enactment. The bill particularly targets limited-resource, beginning, and socially disadvantaged farmers, as well as veteran farmers and ranchers.
