This bill expands the National Institute of Standards and Technology's (NIST) responsibilities to develop and maintain workforce frameworks for artificial intelligence and other critical emerging technologies. The legislation requires NIST to create an AI workforce framework within 18 months and establish a process to regularly review and update the existing cybersecurity workforce framework at least every three years. The frameworks will define job roles, required skills, and competencies while including information on professional development, career pathways for people from nontraditional backgrounds, and how to obtain relevant credentials across technical and support positions such as ethics, privacy, and supply chain security. NIST must consult with industry, government, academia, labor organizations, and nonprofits in developing these frameworks and produce materials in multiple languages to support broader adoption. The bill also requires NIST to submit periodic reports to Congress on the development process, updates, and how effectively employers and educational institutions are using these frameworks, particularly for workers without traditional technical backgrounds.
