The guidelines specifically include a model for state-level zoning appeals boards that would allow developers to appeal local rejections of projects containing affordable housing to a state authority, helping ensure communities don't block needed housing. The legislation authorizes $3 million per year from 2026 through 2030 to support this effort and requires HUD to report to Congress five years after publishing the guidelines on which states and localities have adopted the recommendations and their impact on housing permits issued.
