This bill expands federal disaster assistance to small businesses affected by "snow droughts"—periods of abnormally low snowfall caused by either insufficient winter precipitation or warm temperatures that turn snow into rain. The legislation modifies the Small Business Act's definition of disaster to include these snow drought conditions, making winter recreation businesses and other enterprises harmed by low snowfall eligible for Small Business Administration support. The SBA has 90 days after the bill's enactment to write new rules defining snow droughts and implementing the changes in consultation with the National Weather Service. Additionally, the bill requires the Comptroller General to review federal resources available to help affected small businesses, identify ways they can adapt to changing snow conditions, and recommend legislative and administrative actions—including evaluating whether the SBA's Economic Injury Disaster Loan program can be expanded to cover snow drought impacts.
