The Clear Communication for Veterans Claims Act directs the Department of Veterans Affairs to hire an independent research organization to assess and improve the notice letters sent to veterans claiming benefits. Within 30 days of the law's enactment, the VA must contract with a federally funded research center to evaluate whether these notices can be made clearer, better organized, and more concise, while also identifying ways to reduce paper use and federal costs. The research organization will consult with veterans service organizations, VA experts, and veteran advocacy groups during the assessment. Within 90 days of receiving the assessment, the VA must report its findings to Congress and begin implementing the recommended improvements, which must be completed within one year. This bill aims to help veterans better understand the VA's official communications regarding their benefit claims.
