This bill directs the Secretary of Commerce to establish a genome sequencing program for aquatic species to support scientific research and conservation efforts. The program will identify, collect, and sequence the genetic material of priority aquatic species—including endangered fish, invasive species, and those important to tribal communities—and make the resulting genetic data publicly available within one year of completion. Federal agencies, states, tribal governments, nonprofits, and universities can participate in the program and receive funding and technical assistance. The legislation includes a special exception allowing tribal governments to control when and whether their genetic data is made public, recognizing tribal sovereignty over indigenous biological resources. Congress is authorized to appropriate $2 million annually for the program from fiscal years 2025 through 2031, with the program becoming effective 180 days after the bill's enactment.
