This bill authorizes Congress to posthumously award a Congressional Gold Medal to former President Jimmy Carter in recognition of his service to the nation. The gold medal will be designed and struck by the Secretary of the Treasury and then given to the Carter Center in Atlanta, Georgia. The bill highlights Carter's accomplishments as the 39th president from 1977 to 1981—including foreign policy achievements like the Camp David Accords and the Panama Canal treaties, as well as domestic contributions such as the Alaska National Interest Lands Conservation Act and the creation of the Department of Education and Energy. It also recognizes his post-presidency work with his wife Rosalynn through the Carter Center and Habitat for Humanity, including efforts that nearly eradicated Guinea worm disease and built over 4,400 homes worldwide. The costs of striking the medal will be paid from the U.S. Mint Public Enterprise Fund, and the Treasury Department may sell bronze duplicate medals to recover expenses.
