The REPAIR Act gives vehicle owners the right to repair their cars at independent shops and with aftermarket parts rather than being locked into manufacturer-authorized services. Starting 180 days after the law takes effect, manufacturers are prohibited from using technology or contracts to block owners from accessing vehicle data, repair information, or diagnostic data—though manufacturers can still maintain cybersecurity protections. The bill requires manufacturers to provide owners free or reasonably-priced access to the same vehicle information they give to authorized dealers. Enforcement falls to the Federal Trade Commission, which can investigate complaints and issue compliance orders, while a new Fair Competition Advisory Committee will assess repair competition barriers and report annually to Congress. The law also preempts conflicting state laws and directs federal agencies to establish security standards and consumer notification requirements.
