The Student Veteran Benefit Restoration Act of 2025 would restore educational benefits to veterans and service members who were defrauded by schools that received payments through Veterans Affairs education programs. When the VA determines that a school engaged in fraud, violated federal regulations, lost accreditation, or was shut down by the Department of Justice, veterans who attended during those periods would have their benefits reinstated and no longer count against their lifetime education benefits limit. Schools found to have committed fraud would be required to repay the VA for all federal educational assistance they received under false pretenses, with the secretary potentially pursuing claims through the Treasury Department for additional financial relief. The bill also establishes a separate appeals process allowing schools to challenge repayment determinations. The legislation applies retroactively from the date of enactment and covers education benefits under most major veteran education programs, including the GI Bill.
