This bill requires the U.S. Department of Agriculture to establish a system for testing imported organic animal feed and other bulk organic products to ensure they meet organic standards and don't contain prohibited pesticides or chemicals. The Secretary of Agriculture must develop risk-based testing protocols in consultation with the Department of Homeland Security to determine which imported organic feedstuffs need testing each year, as well as how often and what methods to use for testing. Within 180 days of the bill's enactment and every year thereafter, the USDA must submit a report to Congress detailing the testing frequency, methods, results, standards used, and any corrective actions taken. If any residue testing discovers prohibited substances above permitted levels, that shipment must be excluded from being sold or labeled as organic. The bill does not specify dedicated funding amounts or include an expiration date for these requirements.
