119th (2025–2027)
S. 1435
This bill prohibits the federal government from using taxpayer money to support animal testing research in adversarial nations. Specifically, the Department of Health and Human Services cannot directly conduct or fund biomedical research involving vertebrate animals in China (including Hong Kong), Iran, North Korea, or Russia, or in any other country the Secretary deems a "foreign country of concern" in consultation with the State and Defense Departments. The bill affects federal researchers, grant recipients, and any entities receiving government funding for animal research in these locations. When the Secretary adds a new country to the restricted list, they must report to Congress within 60 days explaining their reasoning, ensuring oversight by relevant Senate and House committees. The legislation aims to prevent U.S. tax dollars from supporting animal research in countries considered strategic competitors or adversaries to the United States.
