The Clean Energy Victory Bond Act directs the Treasury Department to issue Clean Energy Victory Bonds—special savings bonds that Americans can voluntarily purchase to fund clean energy and energy efficiency projects nationwide. Up to $50 billion in bonds can be issued annually, with interest rates set by the Treasury based on savings generated from reduced federal energy spending and loan repayment. The bill creates a dedicated Clean Energy Victory Bonds Trust Fund that will finance a range of clean energy initiatives, including solar and wind projects, electric vehicle infrastructure, building renovations, grid upgrades, research innovation, and tax incentives for clean technologies. Importantly, at least 40 percent of annual funding must go to disadvantaged and vulnerable communities. The bonds are modeled after World War II Victory Bonds and offer Americans an opportunity to directly support clean energy while earning returns, without requiring direct government budget expenditures.
