The Energy Resilient Communities Act directs the Department of Energy to establish a grant program that helps communities build resilient, clean energy infrastructure through microgrids and planning assistance. Eligible uses include obtaining technical support to upgrade building codes and design clean energy microgrids, conducting community outreach, and directly constructing microgrids that serve critical infrastructure or essential services. The program prioritizes funding for environmental justice communities, community-owned energy systems, and projects that deliver the greatest greenhouse gas reductions, health improvements, and cost savings. Eligible entities can include low-income communities and various types of organizations, and the program defines clean energy to include solar, wind, geothermal, hydropower, and hydrogen fuel cells. This bipartisan bill, introduced in February 2025, aims to strengthen local energy independence and security while advancing climate resilience.
