The Military Installation Retail Security Act of 2025 prohibits the Department of Defense from entering into or renewing long-term retail agreements with companies controlled by foreign adversary nations at U.S. military installations. The Secretary of Defense must review all existing retail agreements within 180 days to identify any retailers controlled by covered nations and terminate those agreements within 30 days, unless a waiver is granted or the Committee on Foreign Investment in the United States determines the retailer poses no national security threat. The bill defines a retailer as "controlled by a covered nation" if it is organized under that nation's laws, if the nation owns 20 percent or more of the company, or if the company is subject to that nation's direction or control. The Secretary may waive these requirements only if the retailer provides vital goods or services for military morale with no reasonable alternatives and appropriate security measures are implemented. The bill also requires the Secretary to report to Congress within 30 days of each waiver granted and mandates that affected retailers submit annual disclosures about changes in ownership structure.
