The Resources for Victims of Gun Violence Act of 2025 establishes a federal advisory council, led by the Department of Health and Human Services, to coordinate support and resources for people affected by gun violence. The council will include representatives from major federal agencies like the Justice Department, Education Department, and CDC, along with 2-5 victims of gun violence and 2-5 victim assistance professionals. Within 180 days of the law's passage, the council must survey victims and professionals, review existing assistance programs, and publish a comprehensive report identifying best practices and available resources to help victims meet medical, mental health, financial, housing, and legal needs. The council will create an online database and distribute information to Congress, state agencies, schools, and prosecutors' offices, with a follow-up report due two years later. The legislation carries no new federal funding and expires five years after enactment.
