The Service Enlistment and Recruitment of Valuable Engagement (SERVE) Act aims to strengthen military recruitment by expanding the military's access to prospective recruits in schools and through student data. The bill requires military recruiters to have meaningful access to high schools at least four times per academic year during peak hours and in high-traffic areas, and mandates that schools provide student directory information—including names, grades, contact information, and enrollment status—to the Department of Defense and military recruiters. The legislation also creates a two-year pilot program to recognize "HERO schools" (high schools with above-average military enlistment rates) and allows their graduates priority consideration for admission to military service academies. Additionally, the bill establishes cross-town Junior ROTC affiliations, allowing students without JROTC programs at their schools to participate in programs at other schools in the district, and designates the first week of April as National Week of Military Recruitment. The Department of Defense must report to Congress within 180 days on implementation progress and annually on outcomes.
