This resolution amends the House of Representatives' rules to strengthen disclosure requirements for congressional earmarks and special tax benefits. Currently, House members must certify that they and their spouses have no financial interest in earmarks they propose, but this rule change would expand that requirement to include immediate family members and any entities in which members, their spouses, or family members hold a significant financial stake. The new language also explicitly closes loopholes by preventing members from benefiting indirectly through business assets that could gain value from an earmark, such as property near a federally funded project. This change is intended to increase transparency and reduce conflicts of interest in the earmarking process. The resolution was introduced in September 2026 and referred to the House Ethics Committee for consideration.
