The bill includes exceptions for humanitarian aid delivered independently of the mission, the separate UN Support Office in Somalia, and voluntary U.S. contributions specifically designated by Congress for Somalia. Starting within 60 days of enactment and annually thereafter, the Secretary of State must report to Congress on the African Union's compliance with these standards, AUSSOM's effectiveness, and alternative funding mechanisms being explored to support the mission without using U.S. assessed UN contributions.
