Summary

Highlight any text to annotate
This bill transfers security clearance authority for political appointees and special government employees working in the President's office from the President to the FBI Director. Under the legislation, these appointees cannot work in the Executive Office of the President unless it is consistent with national security, and they cannot access classified information unless the FBI Director approves their clearance. If the President attempts to override, reverse, or ignore an FBI denial of clearance, the President must provide a written explanation to Congress within 30 days. The bill was introduced in February 2025 by a bipartisan group of House members and referred to the Oversight and Government Reform and Judiciary committees. The legislation contains no specific funding provisions or implementation timeline but would amend existing security clearance procedures established in the 2004 Intelligence Reform and Terrorism Prevention Act.
