PrEP is a preventive medication that reduces the risk of acquiring HIV through sexual exposure by more than 99 percent when taken as prescribed, yet only about 31 percent of people estimated to benefit from it were using it as of 2022, with significant gaps among high-risk populations due to stigma, cost, and access barriers. The resolution calls on the House of Representatives to recognize PrEP's effectiveness, support efforts to raise awareness about it, and encourage federal, state, local, and community organizations to expand access to PrEP and reduce obstacles to its use. The resolution does not authorize any funding or create new programs, but rather expresses support for existing efforts to increase PrEP availability, including through telehealth services that can provide the medication for free in all 50 states and U.S. territories.
