The Office of Management and Budget, working with the Treasury Department and agencies like FEMA, the Small Business Administration, and the Department of Housing and Urban Development, must establish a public repository showing the total amount of disaster assistance distributed each quarter, how much was actually spent or committed to projects, and detailed information about each project including its location, status, and description. Federal agencies receiving disaster funds must submit this information within 30 days after each quarter ends, and all data must be in a format that computers can read and analyze. The bill applies to federal disaster assistance from major disasters, emergencies, small business loans following disasters, and flood insurance claims, affecting any entity (except individuals) that receives federal disaster aid directly.
