This bill requires the State Department to monitor and report on meetings between officials from eight designated countries—China, Russia, Iran, North Korea, Cuba, Venezuela, Nicaragua, and Taliban-controlled Afghanistan—and U.S. state and local officials or visits to American educational and research institutions. Foreign missions from these countries must notify the State Department at least 96 hours before such meetings or visits, providing details about the date, location, participants, and purpose. The State Department must then submit monthly reports to Congress listing all these notifications and, within four and a half years, deliver a comprehensive threat assessment from multiple federal agencies with policy recommendations regarding U.S. diplomatic presence in these countries. The reporting requirements expire after five years unless extended by Congress. This legislation is designed to increase transparency and prevent foreign influence operations targeting American officials and institutions at all government levels.
