The TEST AI Act of 2025 directs the National Institute of Standards and Technology (NIST) to create a pilot program that establishes "testbeds"—specialized facilities for rigorous testing—to develop standardized measurements for evaluating artificial intelligence systems used by federal agencies. The program, carried out in coordination with the Department of Energy, aims to create uniform standards for assessing AI reliability, security, privacy, data bias, and other performance metrics. A working group of up to ten members from government, private industry, and academia will develop a comprehensive strategy within one year, identifying which AI applications should be evaluated first and proposing measurement standards for federal use. Within two years of the bill's enactment, NIST must build and demonstrate the first testbeds, and the director must then report to Congress with findings and recommendations for continuing or expanding the program. The legislation contains security provisions prohibiting participation by citizens of China, Russia, North Korea, and Iran.
