This bill directs the Department of Health and Human Services to develop and implement a comprehensive national strategy to improve mental health care and reduce stigma within Asian American, Native Hawaiian, and Pacific Islander (AANHPI) communities. The legislation addresses a documented crisis: AANHPI individuals have the lowest rates of mental health service utilization among racial and ethnic groups, and suicide is the leading cause of death for AANHPI youth ages 10–24. The bill requires three main actions: creating a culturally and linguistically tailored outreach and education campaign; conducting a systematic review of behavioral health challenges among AANHPI youth to identify barriers and root causes; and studying the shortage of AANHPI behavioral health workers to increase workforce representation. The legislation authorizes $3 million annually for fiscal years 2026–2030 for the outreach strategy, plus $1.5 million each in 2026 for the youth health review and workforce assessment. All federal agencies involved must report their findings to Congress and the public within one year of the bill's enactment, with specific recommendations for improving mental health outcomes in these communities.
