This bill restricts federal funding from the Department of Homeland Security to colleges and universities that maintain relationships with Confucius Institutes or certain Chinese entities involved in military, defense, or intelligence activities. The law defines "Chinese entities of concern" as Chinese universities engaged in military-civil fusion, participating in China's defense industrial base, receiving military funding, or supporting Chinese security and intelligence organizations. Starting 12 months after the bill becomes law, colleges and universities with these ties—whether through contracts, agreements, donations, or gifts—will lose DHS funding eligibility unless they terminate those relationships. Once an institution ends its ties to a Confucius Institute or Chinese entity of concern, it becomes eligible to receive DHS funds again. The bill affects American colleges and universities that host Confucius Institutes or collaborate with specified Chinese academic institutions.
