This bill requires all aircraft—including military planes—operating in Class B airspace (the controlled airspace around major airports) to install and use ADS-B In and ADS-B Out equipment starting immediately upon enactment. ADS-B technology allows aircraft to broadcast their location and receive location data from other aircraft, improving air traffic safety and efficiency. The equipment must be installed, activated, and operating whenever an aircraft is taxiing or flying in these restricted airspace areas. The bill eliminates a previous exemption that allowed certain Department of Defense aircraft to avoid this requirement, meaning military aircraft will now be subject to the same mandate as civilian planes. The Federal Aviation Administration will establish specific performance standards for the equipment, and neither the FAA nor the Department of Transportation may grant exemptions from this requirement.
