Referred to the Committee on Foreign Affairs, and in addition to the Committees on Financial Services, and the Judiciary, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill authorizes the President to impose economic and travel sanctions against Palestinian Liberation Organization (PLO) and Palestinian Authority (PA) officials, entities, and foreign persons who facilitate a compensation system that provides payments to terrorists and their families. The sanctions include freezing assets in the United States, denying visas, and revoking entry documentation for targeted individuals and officials. The bill also allows sanctions against foreign banks that process these payments. The President must implement these sanctions within 90 days of the bill's enactment and respond to congressional requests about whether specific individuals meet the criteria for sanctions within 30 days. The sanctions remain in effect indefinitely unless the Secretary of State certifies that the PLO and PA have permanently ended their compensation system for terrorists and their families.
