The Quantum LEAP Act establishes an independent, 12-member Commission on American Quantum Information Science and Technology Dominance to assess the United States' competitive position in quantum technology and make recommendations to Congress and the President. The commission will be composed of both members of Congress and outside experts in quantum science, with representation from Senate and House leadership across both parties. The commission will conduct a comprehensive review of quantum advances, global competitiveness, national security implications, workforce needs, commercialization barriers, and technology transfer opportunities—coordinating with relevant federal agencies like the Department of Commerce, Department of Defense, and National Science Foundation. The commission must submit an interim report one year after establishment and a final report two years after establishment, with the commission itself terminating 540 days after submitting its final report. The bill authorizes the Department of Commerce to provide administrative support, personnel, facilities, and other services to enable the commission's work.
