The bill requires the Secretary of Defense to establish and twice-yearly update a website listing banned research areas and identified Chinese entities of concern, and mandates that covered entities report all research relationships with these Chinese entities annually or lose federal funding. Violations result in immediate loss of all federal financial assistance, with enforcement coordinated across multiple federal agencies through regulations to be issued within 180 days of enactment.
