The TALENTS Act (Training Aspiring Leaders Emerging Now To Serve Act) establishes a Presidential Management Fellows Program designed to recruit recent advanced-degree holders into federal service and develop them into government leaders. The program will double in size annually from 2026 to 2031, offering 2-year fellowships at salary levels GS-09 to GS-12, with participants receiving individual development plans, at least 80 hours of annual training, mandatory rotational assignments across agencies, and mentor support. Successfully certified Fellows can convert to permanent competitive service positions with appeal rights if denied certification. The bill also creates Federal Executive Boards in 26 metropolitan areas under Office of Personnel Management oversight to coordinate federal operations, share resources, and implement government-wide initiatives, with the OPM Director required to report to Congress every three years on program progress.
