This bill prohibits the Federal Employee Health Benefits Program (FEHB)—which covers federal employees, retirees, and their families—from covering gender-affirming care for people under age 18. The legislation defines gender-affirming care as medical interventions for gender dysphoria, including hormone therapy, puberty blockers, and surgical procedures related to gender transition. The bill includes exceptions for treating certain intersex conditions, addressing complications from previous medical interventions, emergency procedures, and treatments for precocious or delayed puberty using hormones consistent with biological sex. For minors already receiving covered hormone therapy when the law takes effect, treatment may continue under a physician-supervised reduction schedule that must conclude within one year. The restrictions apply to all new and renewed FEHB contracts starting on the bill's enactment date.
