This bill establishes two federal grant programs to help states and local governments with border security and immigration enforcement efforts. The State Border Security Reinforcement Fund provides $11 billion through the Department of Homeland Security for activities like building border barriers, preparing border land, and conducting surveillance to detect illegal border crossings. The State Criminal Alien Prosecution and Detention Fund provides an additional $3.5 billion through the Department of Justice for states and local governments to locate and apprehend undocumented immigrants, investigate crimes involving aliens, prosecute cases, operate detention facilities, and transport detained individuals. Both funds are available through September 2034, but the programs themselves sunset on January 20, 2029, with any unspent money returned to the Treasury for deficit reduction. States, state agencies (including National Guard units), and local governments can receive grants for these purposes, including reimbursement for eligible work completed since January 20, 2021.
