Referred to the Committee on Education and Workforce, and in addition to the Committee on Oversight and Government Reform, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Paycheck Fairness Act strengthens protections for workers facing wage discrimination based on sex by amending existing labor law and establishing new federal programs to address pay inequity. The bill directs the Secretary of Labor to create a grant program funding training for employers and employees on wage negotiation and pay equity practices, targeting issues like unconscious bias and inconsistent wage-setting that affect women and workers of color, with eligible recipients including state and local governments, schools, nonprofits, and community organizations. It also establishes a multi-agency task force led by the Equal Employment Opportunity Commission, Department of Justice, Department of Labor, and Office of Personnel Management to coordinate enforcement of equal pay laws, investigate pay disparities, and develop compliance recommendations. The bill includes standard legal provisions ensuring that if any part is struck down in court, the remaining provisions continue in effect.
