Referred to the Committee on Foreign Affairs, and in addition to the Committee on the Judiciary, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill authorizes the U.S. government to impose economic sanctions against members of the Houthi movement in Yemen based on human rights violations and obstruction of humanitarian aid. The legislation requires the State Department to submit three reports within 180 days—examining Houthi indoctrination efforts, obstacles to delivering humanitarian assistance in Houthi-controlled areas, and documented human rights abuses including child soldier recruitment, arbitrary detention, and gender-based violence. Based on these findings, the State Department must determine annually whether Houthi members meet criteria for sanctions under existing laws targeting human rights abusers and hostage-takers. The bill applies to foreign persons involved in restricting aid delivery or committing the documented abuses, with the law set to expire after five years.
