The Reducing Waste in National Parks Act directs the National Park Service to establish a program that reduces and, where feasible, eliminates the sale of disposable plastic products in national parks, with particular focus on eliminating bottled water sales. Within 180 days of enactment, the Director of the National Park Service must create this program, which regional directors will implement in their respective park units. The law requires parks to consider multiple factors when eliminating plastic products—including infrastructure costs, visitor safety, impacts on park vendors and concessionioners, and the ability to educate visitors—recognizing that implementation may vary by location. Parks must also develop strategies to educate visitors about the changes and evaluate the program's effectiveness every two years, measuring public response, visitor satisfaction with water availability, safety outcomes, and plastic waste reduction. The bill affects national parks, their visitors, park employees, and private vendors who operate within the parks.
